APACE provides Arizona parents with hands-on training and education reform seminars and serves as a voice for the parental community. APACE activities focus on education and information assistance, advocacy and representation, including: assisting parents in understanding their legal rights regarding access to information and services which must be provided by schools, the mechanics of schools decision making at the local and state level, and how to access the public education system; providing training to parent volunteers as education advocates to assist and advise other parents on individual education issues; offering referrals to organizations with special expertise in education issues; providing an information hot line; surveying members to gauge parental perspective on timely education issues and distribute results to policy makers and members of the media; participating in public forums at both the local (local governing and school board meetings) and state (legislative committees) levels as a parent representative.

APACE seeks to help Arizona parents become more effective in improving the quality of education their children receive by: educating parents on their rights and responsibilities in the K-12 school system; training parents to effectively access and influence their local schools; advocating for parents in individual matters regarding their children’s education; informing parents of timely and important education issues; and giving parents an organized voice in education.

Elizabeth "Libby" Enyeart founded -- and is the heart of -- PIP, which coordinates a variety of services in this part of northwest Arkansas, including: Super Seniors, a volunteer senior citizen group that helps with reading in the local public school; the Kids 4 Kids Klub, a support group for children with community-based summer activities; Parents-Night-Out, which provides free baby-sitting for PIP volunteers; and an after-school tutoring program for students with or without learning issues. But PIP's work does not end there; Libby and her compatriots go into the local school to advocate for their charges, supporting the school, students, and parents.

Franny Parrish and fellow parents in this part of LA are working hard to regain Valley View Elementary School; a large portion of the young people who attend this school, part of the LA Unified School District, are bused from as much as thirty miles away, and many neighborhood children have not had the chance to attend their own local school. Franny wants to adjust these priorities -- and help everyone while she's at it.

"We are just trying to make a public school better," Franny said, "whether that's for the community it was built to serve, or the kids who come to it by bus." She and her peers are persevering to get more parents involved in the school -- whether they are from Valley View or elsewhere -- and are asking some tough questions of the school's current principal and other administrators.

CT:SOS was formed in January of 1994 to combat then-Governor Weicker's efforts to reform Connecticut's public schools using outcome-based education. Since the success of that initial work -- the OBE measure didn't even have the support to attempt a floor vote -- CT:SOS has broaden its scope. It helps devise and recommend alternatives to improve that state's schools; combats "progressive" methodologies and centralized control over education; provides information to potential candidates/members of local school boards; works with other Connecticut organizations on programs of common interest; and, last but not least, encourages its local chapters to be sources of intelligence about successful and unsuccessful school practices and helps them work toward positive education reform in their schools.

Advocating what it calls "academics-based education," CT:SOS also has an extensive library of materials that, for a small donation, it gladly mails out.

The Hartford Parent Network is an three-year-old, city-wide coalition of diverse parents and parent groups that serves as a forum for city-wide dialogue in the areas related to the positive growth and development of Hartford’s children. The Maine School Choice Coalition provides political and public education on the goal of having a child- and parent-centered system of publicly financed education, and the objective of establishing a child's right to a good education. The Coaltion seeks: to make the public aware of electronic school choice, a now massive industry which is reshaping higher education and in turn PK-12; to restore the traditional Maine system of school choice, which relied on using private schools chartered by the Legislature to educate public students whose tuition was reimbursed by local school committees.

Non-partisan and non-political in structure, Active Citizens and Taxpayers perseveres to place issues on ballots for the binding vote "of the people;" to reduce taxes and eliminate "intrusive, expensive government;" to recall elected representatives who prove to be ineffective and unresponsive to their constituencies; and, lastly, to call for publicly available audits of all government departments.

Active Citizens and Taxpayers also opposes outcome-based education and, since its inception, has struggled against the stranglehold that the NJEA seems to have on that state's schools and legislative body. Esteem, located in Waverly, NY, and run by Aldo Bernardo, wants real, tangible improvements in the education of public school students. Esteem's primary goal is to promote an educational environment in which every student is encourage to reach his or her potential, and true academic excellence is upheld.

To that end, Esteem opposed the New York State Education Department's New Compact for Learning, a vehicle for delivering the goals and mandates of the federal programs known as Goals 2000, and while the Compact expired recently, its ideas still persist. But Esteem is working with Richard Mills, NY's new Commissioner of Education, who recently endorsed that state's regents exams and seems to be listening to what Esteem espouses. He addressed the group's last annual meeting, and, as Aldo said, "We really put him to the test."

Tim Mulhearn, the president of United New Yorkers for Choice in Education, publishes a bi-monthly newsletter filled with information about the school choice scene. As he wrote in a past column, his organization supports parents who want to be part of their children's education and the "stengthening, not weakening, [of] the traditional family."

He summarizes the education activity of public bodies including the State Legislature and the State Board of Regents, and he provides names, addresses, and phone numbers for interested and active citizens to contact their representative and make their positions known. UNYCE is supporting a school choice bill that is presently in the education committees of the state's assembly and senate.

The NCERF has done important work in North Carolina. Vernon Robinson, the Foundation's president, was the first to call for charter schools in this state, way back in 1991, and he and his group have been working hard to bring that call to fruition. As a result, as of the summer of 1997, 34 charter schools have been approved to open in NC.

NCERF's Charter School Support Center works to link approved charter schools to the foundation and corporate charitable community; builds support in the business community and General Assembly for the expansive vision of charter schools; uses the media to get information out to the public about charter schools; and provides discussion and on-site assistance to help charter schools. Another part of NCERF, its Freedom Schools Now project supports moving the African-American church back into the primary and secondary school business.

Harmony Center is an active voice for school choice in this part of Ohio, focusing its work on what could be, as well as improving what already is. Harmony Center believes that quality education does not evolve from a single or specific reform but from a variety of options that can provide choices for all children -- one size does not fit all.

For a small membership fee, citizens can take advantage of a variety of services offered by Harmony Center. Parents can take advantage of research on educational issues, discounts on books and periodicals, and workshops that, for example, help a parent become an activist for school change. Groups wishing to start a charter school can take advantage of the Ohio Center for Charter Schools, which is housed at Harmony Center. It can help burgeoning schools find funding, market themselves, develop curriculum, submit an application, and so on. The Center also sponsors community events, such as "education roundtables."

Byron Mundy and Concerned Citizens of SE Delco work to provide more information about schools for the public; help elect and support school board members who will protect the interests of both taxpayers and students; and network with other citizen groups across Pennsylvania to share information on laws passed in Harrisburg.

Outraged by the enormous salaries negotiated by unionized teachers in SE Delco, even though it has the second lowest per capita income of any district in Delaware County, Concerned Citizens of SE Delco wants more money for student programs, improved facilities, and building maintenance, without raising taxes. As Byron wrote in a recent letter to the Delaware County Sunday Times, "Our SE Delco School Board should continue to request real reductions in teacher pay, and informed citizens would be wise to show their support."

Putting Children First is dedicated to helping parents have the freedom of directing their children's education. Although Texas has pumped many dollars into its public education system since 1984, instituted new controls on schools and teachers and promoted statewide curriculum standards, almost 800 of its 1044 school districts have less than 70% of their students pass the Texas Assessment of Academic Skills test, the state's measure of academic excellence.

Putting Children First believes that Texan parents and their children deserve better, and its work has three focuses: to implement a choice pilot program for under-performing schools; to expand charter school options; and to increase parental access to public education grants. Sharelene Steed and her daughter Cortaney have already taken advantage of PCF's help with grants: thanks to a partial scholarship from a foundation, Cortaney is now attending a more challenging school. Putting Children First believes all young people should have that same opportunity.
