Grassroots support can shift the balance of power: when parents and community members are organized and vocal, they can influence school policy in ways that top-down reforms often can’t.
Grassroots action helps ensure reforms reflect what communities actually need (not what outsiders think they need).
For education reformers / advocates, having community buy-in fosters sustainability: policies are more likely to be maintained if local stakeholders are invested.
