LOW MARKS: A group championing charter schools as a part of education reform puts Iowa in the bottom 10 states on its annual school scorecard.
The Center for Education Reform (CER) said that of the 42 states and the District of Columbia that have charter school laws, only one-third earned above-average scores for implementing a strong policy environment.
Iowa has consistently had one of the weakest charter laws in the country and the law is often considered one in name only, according to CER. Charters are not separate, independent public schools, but operate more like alternative district schools.
